In order to grant a variance, the Zoning Board of Appeals must find that there are unique practical difficulties or unnecessary hardships imposed upon the petitioner’s property by the Elba Township Zoning Ordinance. The Zoning Board of Appeals meets only upon the demand of the petitioner, depending upon the schedules of Zoning Board Members.
